This article focuses on the family and social inclusion of children and adolescents in residential care and revisits the concept of inclusion in the light of the legal rules, the theoretical debate and the usual practices of such services in Brazil. Considering the available research and publications that provide an overview of the situation, the present study shows ways to include children before and during their stay in shelters and when they should be placed outside the care system because of its age, because they were reintegrated into families, or placed in a foster family (foster care or adoption). Focusing specifically on the inclusion of teenagers, who have been one of the challenges of local social services, a workshop was held with experts in the field, where we could raise some innovative practices, their characteristics and indicators that signal aspects that can make a difference in inclusion of children and adolescents as subjects of rights after the experience of care.
