This study discusses the influence of inter-institutional relations in the quality and time of supporting children and adolescents in alternative care services. Flows of care in many places involve contacts between the Justice System, the Supervision of the Municipal Social Welfare Policy and the institutions that are responsible by the children and adolescents. This relation generate tensions that have strongly influence in the quality of services and in the effectiveness of the social , community and family inclusion of children. The main problems identified by the professionals consulted are: the overlap of guidelines and expectations, confusion of roles between the network actors, and especially the absence of a constant negotiation of purpose among agencies that work with the same goal.
